The land, totaling 380,000 acres, was acquired by the United States government from the Missouri-Kansas-Texas Railroad Company and named in honor of Charles Pierre Chouteau, Jr., a director of the company. This purchase of land was in anticipation of the railroad being built from Kansas City to Saint Louis. The city was incorporated in 1853 and, according to the 1850 census, had a population of 456. The name of the city was taken from the nearby Kansas River. In 1857, there was a total of 893 residents and a Methodist church.
